Matsuoka began her entertainment career as a child actress in Osaka, appearing in a television commercial for chocolate at the age of nine. She worked as a radio assistant in Osaka before relocating to Tokyo to focus on voice acting. Her early voice roles included parts in Yume no Crayon Oukoku and the long-running Ojamajo Doremi series, where she first voiced the character Aiko Senoo.
A significant early role was Ayumu Kasuga, nicknamed Osaka, in the 2002 anime adaptation of Azumanga Daioh. This performance showcased her ability to portray characters with a distinct, gentle, and meandering speech pattern. Her native Osaka dialect has been a defining characteristic of her career, often cast in roles that require speaking the regional dialect. She has also served as a dialect coach for other voice actors on productions such as Crayon Shin-chan.
Matsuoka is widely recognized for her portrayal of Orihime Inoue in the long-running anime series Bleach. She voiced the character from the series' start in 2004 through its conclusion in 2012, and later reprised the role for the sequel series Bleach: Thousand-Year Blood War, which began airing in 2022. This performance earned her a Seiyu Award for Best Actress in a Supporting Role at the first Seiyu Awards in March 2007.
Her other major roles demonstrate considerable range across genres. In the various adaptations of Mahō Sensei Negima! and its sequel UQ Holder!, she voices the ancient and powerful vampire Evangeline A.K. McDowell. In The Melancholy of Haruhi Suzumiya franchise, she plays the energetic and wealthy Tsuruya-san. She also voices the android Alisa Bosconovitch in the Tekken video game series, a role she has played since the character's introduction in Tekken 6. In the Magical Girl Lyrical Nanoha franchise, she appears as Amy Limiette across multiple television series and films. She also voiced Nana in the drama series Elfen Lied.
Matsuoka's filmography includes numerous other roles across anime, OVA, and film. These include characters such as Rein Tsunomoto in Best Student Council, Mako Mizukoshi in the Da Capo series, the heroine character in Super Dragon Ball Heroes, Hinata Hino in Mirai Nikki, and Ryofuko in the Yawaraka Sangokushi Tsukisase!!
