Etsuko Kozakura is a veteran Japanese voice actress born on February 22, 1971. Her real name is Kumi Domon, née Uchino. She is affectionately known by the nickname Ecchan. Kozakura stands at 148 cm tall and has blood type O. She is married to fellow voice actor Jin Domon. Initially affiliated with Ohsawa Jimusho, she now co-heads her own talent agency, Little Portal, which she established with her husband in 2011.

Kozakura's interest in becoming a voice actor was sparked during high school after attending a summer workshop, where an instructor commented on her distinctive voice. She made her professional debut in 1991, voicing the character Nezumi no Chiiki in the anime series Little Ghosts, There, Here, and Where.

Throughout her extensive career, Kozakura has become known for voicing a wide array of characters, particularly small creatures, children, and energetic mascot characters. One of her most iconic and long-running roles is Ryo-Ohki, the cute, cat-rabbit-like cabbit from the Tenchi Muyo! franchise, a role she has played since 1992. She is also widely recognized as the voice of Tamama, the intense and impressionable second-class private in Sgt. Frog.

Another significant and beloved role is that of Jibanyan, the charismatic, ghost-like cat from the Yo-kai Watch series, a part she has voiced across numerous anime series and films. In the Pokémon franchise, she is the voice of Piplup, particularly the one belonging to the character Hikari (Dawn) in Pokémon Diamond and Pearl and subsequent appearances. Her repertoire also includes leading roles like the titular character in Mirmo Zibang! and Youhei Yamada in Chi's Sweet Home.

Kozakura's work extends prominently into video games. She is the voice of the helpful floating robot Omochao in the Sonic the Hedgehog series and has voiced characters like Marumaro in the Blue Dragon series.

Her talent and appeal, especially among younger audiences, have been recognized with prestigious awards. In 2015, she won the Kids Family Award at the 9th Seiyu Awards. The following year, in 2016, she received the Best Voice Actor Award at the 25th Japan Movie Critics Awards for her performance in the Yo-kai Watch film, Yo-kai Watch: Sora Tobu Kujira to Double Sekai no Daibōken da Nyan!.
