Chikao Ōtsuka was a Japanese actor, voice actor, and narrator born on July 5, 1929, in Tokyo. He began his career in 1948 and remained active until his death on January 15, 2015, from ischemic heart failure. At the time of his death, he was affiliated with the talent management firm Aoni Production. He was the father of fellow voice actor Akio Ōtsuka, with whom he occasionally performed together in various productions.

Ōtsuka was known for his deep, authoritative voice, which he often lent to antagonistic characters and powerful figures. Among his most famous roles are Doctor Eggman (also known as Dr. Eggman) and Professor Gerald Robotnik in the Sonic the Hedgehog video game and anime series, including Sonic X. In the long-running series One Piece, he provided the voice of Gol D. Roger, the legendary Pirate King. He also voiced Master Xehanort in the Kingdom Hearts video game series, Big Boss in Metal Gear Solid 4: Guns of the Patriots, Jinpachi Mishima in the Tekken series, and Dr. Weil in Mega Man Zero. His extensive anime credits include Nezumi Otoko in multiple adaptations of GeGeGe no Kitarō, Goemon Ishikawa XIII in the original Lupin III series, TaoPaiPai in Dragon Ball and Dragon Ball Movie 3: Mystical Adventure, Joseph Joestar in the JoJo's Bizarre Adventure OVA series, Jagi in Fist of the North Star, Piedmon and Apocalymon in Digimon Adventure, Tora in Ushio & Tora, and Aeolia Schenberg in Mobile Suit Gundam 00. He also played roles such as Professor Moriarty in Sherlock Hound, Denzō Yamada in Nintama Rantarō, Eiphar Synapse in Mobile Suit Gundam 0083: Stardust Memory, Captain Hook in various Japanese productions of Peter Pan, and Wario in several video game commercials.

Beyond animation and video games, Ōtsuka was the official Japanese dubbing artist for actors Charles Bronson and Richard Widmark. He also appeared in live-action television dramas, including Taiga dramas such as Minamoto no Yoshitsune and Tokugawa Ieyasu. His prolific career left a lasting impact on the industry, with his performances continuing to be featured in projects posthumously through archived recordings.
