The government enforces these laws through advanced surveillance and brainwashing techniques, creating a world where people are conditioned to avoid any mention of sexuality.

The protagonist, Tanukichi Okuma, enrolls in the prestigious Tokioka Academy, a school known for its strict adherence to the government's moral code. Tanukichi's father, a notorious criminal known for his lewd behavior, was arrested years ago, leaving Tanukichi determined to live a virtuous life and rise through the ranks of the school's student council. However, his plans are disrupted when he encounters Ayame Kajou, a mysterious and rebellious girl who leads a secret organization called SOX, dedicated to spreading obscene material and challenging the oppressive regime.

Ayame, also known as "Blue Snow," uses provocative tactics, such as distributing lewd flyers and wearing risqué costumes, to undermine the government's control. She recruits Tanukichi into SOX, forcing him to confront his own repressed feelings and societal conditioning. Together, they engage in increasingly outrageous acts of rebellion, often involving absurd and comedic situations, to provoke public awareness and disrupt the status quo.

Other key characters include Anna Nishikinomiya, the student council president and a staunch enforcer of the government's moral code, who struggles with her own suppressed desires and conflicting emotions. Hyouka Fuwa, a quiet and seemingly innocent girl, harbors a dark obsession with Tanukichi and becomes entangled in SOX's activities. Otome Saotome, a teacher at the academy, secretly supports SOX while maintaining a facade of strict adherence to the rules.

As the series progresses, SOX's actions escalate, drawing the attention of the government and leading to confrontations with law enforcement and rival factions. The narrative explores themes of free expression, individuality, and the consequences of extreme censorship, blending satire with over-the-top humor.
