Saeko Chiba is a Japanese voice actress and singer born on August 26, 1977, in Hachinohe, Aomori Prefecture, and raised in Tokyo. Her path to voice acting began with early training in ballet, driven by an ambition to join the Takarazuka Revue. After not passing the entrance exam for the Takarazuka Music School, she joined the South Aoyama Female Opera Group, known as Nansho, a stage troupe for teenage girls. During her three years with the group, she performed in several lead roles.

Her transition to voice acting came when she was cast as Kotori Haruno in the Dreamcast game Kita e.: White Illumination, a role that served as her voice acting debut. Finding she preferred voice work to performing on stage, she decided to pursue it as a full-time career. Her first anime role was Tsubaki Sakura in the 1998 series Kare Kano. Other early roles include Kitsune no Akane in Angel Tales and Elliot Chapman in Sci-Fi Harry.

In the early to mid-2000s, Chiba became known for portraying characters with a tsundere or cool-girl demeanor, a typecasting she attributed to her own long, straight black hair and reserved outward appearance at the time. She cut her hair short in the spring of 2005, which she noted coincided with a period of greater diversity in the roles she was offered. This period included some of her most recognized performances, such as Natsuki Kuga in My-HiME, Chika Itoh in Strawberry Marshmallow, and Nina Einstein in Code Geass: Lelouch of the Rebellion. Her filmography also includes roles like Momiji Kanō in Psychic Squad, Birdy Cephon Altera in Birdy the Mighty: Decode, Mio Sakamoto in Strike Witches, and Dokuro-chan in Bludgeoning Angel Dokuro-chan. Later prominent roles included Nadeshiko Fujisaki in Shugo Chara! and Chizuru Sarashina in Wandering Son. She also appeared in numerous OVA series, such as Maria Imai in Cosplay Complex, Yukihime in Demon Prince Enma, and Panavia Tornado in Tristia of the Deep Blue Sea.

Parallel to her voice acting career, Chiba pursued singing extensively. A significant and recurring collaboration was with composer Yuki Kajiura, who had written music for some of her Nansho stage performances and went on to write and produce almost all of her solo material. Her debut single, Koi no Kiseki, was released in 1999, and she later released nine singles and two albums, including melody and Everything. She also performed theme songs for video games like Alundra 2 and Atelier Judie. Another key musical collaboration was with fellow Nansho member and voice actress Yuuka Nanri. Together, they formed the duo tiaraway, releasing three singles and an album before disbanding in March 2005. Chiba announced an end to her solo singing career in October 2005 to focus on voice acting.

Chiba was affiliated with the talent agency Space Craft Produce. She announced her marriage on her thirtieth birthday, August 26, 2007, and gave birth to a daughter in February 2011. Following the first season of Strike Witches, her role as Mio Sakamoto was recast for the second season, and her regular voice acting work became less frequent, with her last new anime roles appearing around 2013.
