Ikue Ōtani is a Japanese voice actress born on August 18, 1965, in Tokyo, Japan. She is affiliated with the talent management firm Mausu Promotion. She made her debut in voice acting in 1986 with a role in the television anime series Ganbare, Kickers!.

Ōtani is globally recognized for her long-standing portrayal of Pikachu in the Pokémon franchise, a role she has voiced since the series began in 1997. This iconic performance extends across the anime television series, numerous theatrical films including Mewtwo Strikes Back Evolution and Pokémon the Movie: Secrets of the Jungle, and video games. Her voice for the character is notably retained in most foreign language dubs of the series. In the 2023 series Pokémon Horizons: The Series, she voices a new character, Captain Pikachu.

Beyond Pokémon, Ōtani has voiced several other prominent and long-running characters. In One Piece, she is the voice of Tony Tony Chopper, a role she has played in the television series and films such as One Film Red and One Piece Stampede. She also voices Mitsuhiko Tsuburaya in the long-running detective series Case Closed, also known as Detective Conan, appearing in films like The Fist of Blue Sapphire. Her other major roles include Konohamaru Sarutobi in the Naruto series and its sequel Naruto Shippūden, Morgana in the Persona 5 animated adaptations and games, and the title character Gash Bell in Konjiki no Gash Bell.

She has played Hana-chan in the Ojamajo Doremi series and Candy in Smile PreCure!.
